Staunton: Kenji and Asuka missions before Donald Love. Portland: Luigi and Joey missions before Salvatore. Missions have to be done in order to achieve 100% If you see them reload save and continue on with 100%. Fly over to shoreside and wichita gardens using cheats or glitches and see if purple 9 gang are there. You have to delete all saves and start over. Purple 9 glitch: If you have finished all D-ICE missions on a previous save and cant 100% for whatever reason ex. Read it carefully if attempting to 100% specially the notes at the bottom.
